Non-pressurized tank cars are designed to carry liquids that don’t require any internal pressure. Because they’re not built to hold or generate pressure, their design pressure is essentially zero, with only a small safety tolerance. That’s why the typical range is 0 to about 25 psi.

This distinguishes them from low‑pressure tank cars, which are built to handle up to roughly 100 psi, and from high‑pressure (or “pressure”) tank cars, which operate at much higher pressures, often in the hundreds of psi. So for a non‑pressurized tank car, expect a pressure range around 0–25 psi.
